Actually the Castle Doctrine only applies in certain countries. The U.K. has a duty to retreat law which Petunia & Vernon were capable of doing. They could’ve ran back up the stairs. They wouldn’t care what happened to Harry but they could’ve called out to Dudley to join them. Umbridge is only allowed to meet force with force. You yourself said she went overboard. So attacking the Centuar is not self-defense but another Battery charge. However she also has a legitimate claim to use such force. If she were brought to trial she could’ve mentioned she was doing her duty as Hogwarts headmistress by protecting Harry and Hermione from aggressive Centaurs. If they believe her then she’d probably be given an Order of Merlin for protecting children from harm.

I want to mention that in the books their crimes is far more severe. There you can also count animal abuse. In book 2 because of Dobby's interference Harry and Hedwig were starved. He was given if I remember correctly 1 disgusting cold Soup a day in a food container for Dogs. Not enough for him or for poor miss Hedwig.

Starting off with the Dursleys was nice, since they only had those two crimes to their name, which I actually predicted before the crime itself was shown. Regarding Umbridge being charged with "Administering drug with intent", it was mentioned in Goblet of Fire's movie adaptation that use of Veritaserum on a student was forbidden, meaning there's dire consequences for doing so. Not to mention that "War Crimes" charge was a nice touch. Of course Voldemort would have the biggest rap sheet due to his VERY long list of crimes. Love that extra touch of tallying up the murders and attempted murders by having a third section for the instances of trying to kill Harry Potter.

I'm not a lawyer, but I kinda feel some of those aggravated assault charges can be dropped, as Mario (who isn't technically a member of law enforcement and could be seen as a vigilante) breaks into Bowser's castles and tries to beat him up first. So they could be considered self defense. Also, does arson count if it's your own house and the building is fireproof?
